PORTSMOUTH, Va. (WAVY) – Now that we’re in the holiday season, the need for foster parents and parents who would like to adopt a child from foster care is ever prevalent. Sabrina Carr is the Outreach Coordinator for the Up Center’s foster care program and works to find loving and safe places for children here in Hampton Roads. She joined HRS to share about the need for foster parents right now and the impact it can have on the child, the family, and the whole community.
